Does Matter over Wi-Fi need a hub?

Not a separate one, but you need a Matter controller such as an Apple TV, HomePod, Nest Hub, Echo, or SmartThings hub to add it to your system.

What should an air quality monitor measure?

PM2.5 (fine particles from cooking, smoke, and wildfires), CO2 (a sign of stale air in closed rooms), VOCs (fumes from cleaners and new furniture), plus temperature and humidity. Radon matters in basements in many regions.

Is a CO2 reading reliable?

Only from an NDIR CO2 sensor. Cheaper monitors estimate CO2 from VOC readings, which isn't the same thing. Look for NDIR in the listing if CO2 is the main reason you're buying.

Is an air quality monitor a carbon monoxide alarm?

Usually not. Unless it's UL 2034 listed with a loud alarm, keep a real CO alarm too.
